Not illustrated. 1858 Excerpt: ...This may postpone them, in respect to lands in Class B., for eight or even for sixteen years; but, inconvenient as such a delay may be, we consider it a far less evil than the adoption of a course which might be justly described as oppressive and a breach of faith on the part of the Government. Such a course would be far more likely to repel capitalists by its injustice than to attract them by any immediate advantages which it might offer. 32. We have not adverted in the preceding pages to the question raised in Mr. Labouchere's Despatch of 16th January 1P57 as to the establishment of free grants, after the manner of those established in Canada for time expired convicts or free emigrants of the labouring class. We have no doubt that such grants, if worked upon the principles and with the restrictions and precautions observed in Canada, might be successful in Western Australia also; but, considering the constant supervision and restraint which must be exercised over the settlers; we think it doubtful whether time-expired convicts would not regard such grants with more distaste than ordinary labour, as being more akin to the punishment which they had just undergone. In this view the question is somewhat beyond our province, and we only notice it here to account for an omission which might otherwise be supposed to have been caused by an inadvertence. We have, &c.
